ToggleKeys Behavior

Thanks to my kid, my ToggleKeys behavior has recently changed. Whenever I
push the Caps, Number or Scroll lock keys, a small notification box appears
above the system tray for a couple of seconds and displays whatever I did,
i.e "caps Lock: on", "Num Lock: off", etc. While benign, it's driving me
nuts and I'd love to turn it off.

Is this a controllable behavior in XP or is some other app the culprit?

It sounds like your kid activated something in the Accessibility
options. Go to the Accessibility applet in Control Panel, have a look
around, and disable everything there.

Checked there. Everything is turned off. I guess it's some fluky change in
the registry or some other app has that option enabled.

Then try a System Restore to a date before your kid did whatever s/he
did.

Start>Programs>Accessories>System Tools>System Restore
"Restore my computer to an earlier time"

Of course, depending on the kid's age, you could ask him/her what s/he
did and reverse it.
