TOC number change after sent out the file via Outlook 2003

I have a document which about 50 pages. When the file store in my computer
and the TOC is corrected. All the fields are updated. After I forwarded it
as attachement via Outlook, my colleagues double click the attachement. TOC
has changes to number as "2" instead of correct one. But the actual link has
not been changed.

I also view that document from my "Sent items", the TOC has changed to "2"
as well.

This is something that appears to happen with Word documents, now and again.
Have the recipient click in the TOC and press F9 to force an update. That should
correct the entries.

I did and the TOC will update after press F9 to update. Will any method to
make the document appear the same as in my computer. All the field is
updated / correct after my colleagues receipt it via Outlook as attachement?

When a document gets into this state, I don't know of anything other than a
macro, or a manual update, that will "kick" it back into shape. Question is:
would including a macro in the document cause even greater hassles (macro
security on the recipients' machines)?
