TOC - Include only some heading 3s and not others

I have a document that uses Heading 1-3, by default I want heading 1 and 2,
but only want heading 3 to be included in the TOC for one part of the
document, for example

1.0
1.1
1.2
2.0
2.1
2.3
3.0
3.1
3.1.1
3.1.2

I only wany to see heading 3 for section 3. I know I can use a different
style for all heading 3 in this section, but I want it to be seamless, so is
there any other way of acheiving the desired outcome?

One way to approach this would be to create separate TOCs for the specific
parts. For the sake of argument, we'll assume that your document includes
only three "chapters." Bookmark the entirety of Chapters 1 and 2 as, say,
Part1, and Chapter 3 as Part2. Then create a TOC based on Part1 that
includes only Headings 1 and 2 and, immediately following, another TOC based
on Part2 that includes three heading levels. For more on this, see the
