In my contacts list all names are last, first. However,
when I go to send a New email and press the TO: all the
names come up first name, last. How can I change this to
have the names appear last name, then first name?

What version of Outlook are you using, and if 98 or 2000, what mail
support mode? If you're not sure, look at the second line of Help |
About Microsoft Outlook -- it should say "Internet Mail Only" or
"Corporate/Workgroup". (Outlook 97 and 2002 don't have separate modes.)
