Is there a way to locate the favorites folder somewhere else than in
"Documents and Settings"?
 
Again; not Outlook related.

Anayway;
Only through the registry
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders
