Title Bar

For some reason, whenever I do something in Outlook, the title bar reverts to
the old windows title bar instead of the newer one that office uses, I havent
noticed if any other office programs do the same, if so I will post it in the
office group also

Title Bar, shows the new light blue bar with mouse over effects but at times
it will revert to the old dark blue style, also I've noticed that word does
this also any time I right click, and the only way to get it back is to
minimize then maximize, everything else still works though.

And I've noticed Access, Excel, PowerPoint and Word do it as well.
