I would like to allow the restricted user to set the time on the computer without allowing them access to other areas. Can this be done?
 
Yes. This can be done via the appropriate security policy - local/domain/OU
under security settings/local policies/user rights assignments - change
system time where you would add appropriate user or group. --- Steve
