Time Syncing in Windows Server 2003

Because I can't find the 2003 Community based Newsgroup I'm hoping some-one
in this newsgroup can help me.
I have 2 problems

Problem 1
I have several Windows 2003 GC's and I want one of these GC's to get its
time from the University ntp server. OKay I have done this using this command
net time /setsntp:ntp server and done tired to resync using
w32tm /resync /computer:GC Server
But this doesn't seem to work

There is approx a 1 minute time difference between the Master GC and the
University NTP server and I can't undertsand why.

Problem 2
All the other GC's are also out with the master GC by 1 minute
I have all the other GC's in our 2003 AD using the master GC as the
Authoratative Time Server but again we have this time difference

What is the best way for me to fix these problems

The equivalent 2003 newsgroup is microsoft.public.server.active_directory
