Just a suggestion, do you think you could learn to quote the post you
are replying to? This is not a web forum where the entire thread is
always available, it is a Usenet Newsgroup where depending on server
retention policies and propogation delays you may or may not be able
to see previous posts. Quoting is standard practice in Usenet, please
adjust your newsreader configuration to quote the post in your reply.

Sorry for my delay. I have discussed with my colleagues and we suspect
incorrect registry key may cause the issue. Could you please take following
steps to check it?

NOTE: This section, method, or task contains steps that tell you how to
modify the registry. However, serious problems might occur if you modify
the registry incorrectly. Therefore, make sure that you follow these steps
carefully. For added protection, back up the registry before you modify it.
Then, you can restore the registry if a problem occurs. For more
information about how to back up and restore the registry, Refer to the
following article number to view the article in the Microsoft Knowledge
Base:322756 (http://support.microsoft.com/kb/322756/) How to back up and
restore the registry in Windows XP and Windows Vista.

1. Click Start , click Run, type regedit, and then click OK

If you are prompted for an administrator password or confirmation, type the
password, or click Continue.

2. Locate the following registry subkey:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Config

3. Right-click LargePhaseOffset, and then click Modify.
4. In the Value data box, type 02faf080, and then click OK.
5. Right-click SpikeWatchPeriod, and then click Modify.
6. In the Value data box, type 00000384, and then click OK.
7. Locate the following registry subkey:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\TimeProviders\N
tpClient

8. Right-click EventLogFlags, and then click Modify.
9. In the Value data box, type 1, and then click OK.
10. Locate the following registry subkey:

I have downloaded and check edit carefully and found the following abnormal
key value.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\w32time\Config\"MaxNegP
haseCorrection"=dword:0000d2f0
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Config\PhaseCor
rectRate=dword:00000001

According to Technet->Network Configuration Technologies->Windows Time
Service Tools and Settings
(http://technet.microsoft.com/en-us/library/cc773263(WS.10).aspx), the
value of MaxNegPhaseCorrection should be 54,000 and PhaseCorrectRate should
be 7. Could you please modify it to test the issue?

and rebooted. I still receive an error on trying to update the time.

Hi Mark,

After discussing with my colleagues, they suggest you take a in place
upgrade to troubleshoot the issue. Could you please try to take it?

In-place Upgrade Installation
===============================
Technically, you won't lose any data to take an In-place Upgrade
Installation. In order to avoid any unexpected problem. I suggest you
backup your data before taking In-place Upgrade Installation.

1. Start the computer by using the current Operating System.
2. Insert the Windows Vista DVD in the computer's DVD drive.
3. Use one of the following procedures, as appropriate:

If Windows automatically detects the DVD, the Install now screen appears.

Click Install now.

If Windows does not automatically detect the DVD, follow these steps:
a. Click Start, click Run, type Drive:\setup.exe, and then click OK.

Note Drive is the drive letter of the computer's DVD drive.

b. Click Install now.

4. When you reach the "Which type of installation do you want?" screen,
click Upgrade to upgrade the current operating system to Windows Vista.

Thanks. I think I may leave it this way. Once we get to reinstalling the
OS, that scares me in terms of what may happen to my configuration. I did a
reinstall for Outlook when it was hanging with exchange, but for the time.
I appreciate all of the assistance as I had hoped it would be easier to
debug and resolve. I wish it gave more info on what is going on. I just
don't see the traffic even going out from the UI.
