Time Difference between Workstation and Server

Hello,

I have a customer who connects to our Webserver to update his website. He is
complaining that he sees a timestamp on his files 4 hours behind the actual
time. The server time is correct. He uses Dreamweaver, and Front Page. I
have had him check his time and date settings which are correct. It would
lead me to believe its basically just related to him, but he claims several
other places/providers he uses to get to us it mimicks the same thing. Any
one have any idea why this would be?

Yes the time zone is correct, and its set to automatically change for
daylight savings time (we live in the EST). Also i had him try unchecking
that and manually adjusting for daylight savings, and it still showed the
same differential.

Is one system using NTFS and the other FAT?
 
Its happening with Windows 2000 NTFS and ME connecting to the server which
is 2000 server NTFS

It matters what file system that the files are physically located on.
Keep in mind that NTFS tracks date/time stamps in GMT.
 
Its actually effecting him updating files because he keeps getting a prompt
about how the remote file is newer than the local copy when in fact its not.
Its because locally he sees himself 4 hours behind the server. Or rather the
server is 4 hours ahead.

I think its an issue locally on his PC, if it were the Server I would have
other customers complaining of the same offset.

Is this guy calling in from the west coast, with a laptop set to Eastern
Time Zone but adjusted his clock to match local time?
 
No, he's from the east coast.
