Time changes on clock

I keep having to reset my clock. Date and time keep going back to the same
time all the time (Feb.8/1999). I think that's when this computor was
constructed. It happens only when I shut down the computor. Can anyone help?

If it is a 1999 computer it could be the bios battery is dead. You probably
need to replace the battery first and see what happens then.
 
On your motherboard look for what looks like a battery most but not all are
easily changed this stores the real-time clock tick count and keeps it up to
date when powered off.
 
OK the battery doesn't store the count it supplies the power to enable the
RTC to work, is what I meant!!!
 
Time to replace your battery.

Here's the key item:
Write down all system BIOS settings
A paper record of your CMOS setup is always a good thing to have.
