I am searching for how to stop XP and Win 2003 from
creating thumbs.db files in folders I view with thumbnail
view.

Folder Options> View> uncheck the "Do not cache thumbnails" item in the
Advanced Settings list.
 
Turning off thumbnail caching will slow your computer down as it has to
redraw the thumbnails every time you go to a folder, with the thumbnails
cached, it only has to read it from the .db file and is much quicker.
