thumbs.db

What is this file? thumbs.db popped up on my desktop. I
assume it is some kind of systems file due to the icon and
it has a transparent effect to it. Why did it just
appear? Is it ok to delete it?

Hi,
You probably have your show system files settings enabled.
Open up your Windows Explorer or My Computer and then go up to the Tools
menu and then select Folder Options.

Now click on the Folder Options tab, scroll down the Advanced settings
section and find the part where it says "hidden files and folders" and then
choose the Do not show hidden files and folders and then hit ok
 
As Gary said, you probably have all files showing.

That file is the cache for the thumbnails of pictures/videos in your given
directory. If you delete them, Windows will recreate them (unless it is
instructed not to).
