thumbnail size too big?

I'm creating thumbnails from my photos, but these thumbnails are often
bigger than my photos (using bitmap.getThumbnailImage).
some of these jpegs are originaly size od 38 kb, and thumbnail is almous the
same (while it width-height dimensions are max. 120 pixels)...

at the same time, same app. in java creates smaller thumbs.

why is that? is there any parameter for pixels per inch that I need to tune?
