local userA belongs to admin group because sloppy software program requires
it.
local userB belongs to restricted 'user' group.
how can userA+B share the same .pst file?
obviously they won't be accessing it at the same time.

..pst files are not shareable under any circumstances.

What rot Milly - of course they are. The OP stated that the users were on
the same machine and they would NO be accessing the pst at the same times.

You need to move the pst file into a folder that can be shared by both
users.
