thermaltake slow fan speed

I have a TT Silent Water cooling system that I just installed. The docs say
the fan speed should be 1300 - 2400. Using Speedfan and the BIOS hardware
monitor - I get a range of 400 - 1060. Can't seem to get a response from TT
tech support nor can I join the TT forum itself. :(

Any thoughts?

Installed on an Intel 915GAV mobo with a P4 3.4 Prescott CPU.

More important then the actual fan speed is the temperature of the CPU or in
other words is the cooling system doing it's job at idle and all loads
between idle and sustained full throttle usage.

Not without having the fan at the correct speed it doesn't. *Finally* got a
response from tech support - replacing speed control.
