To do this, you would have to modify the "picture" using
a graphics program such as Photoshop Elements.

If the theme is a standard theme, you would have to
rename the theme and apply this newly named theme to your
website.
 
How would I get the graphic from Frontpage's templates into Photoshop? Is
that even possible?
 
You have to apply the theme, then either view the page in a browser and save the background image or
look for the background image in the theme folder in the web.
