Themes Active Graphics

When using a Front Page 2000 Themes with an Active Graphic, it scrolls across the screen when viewed with the "Preview in Browser" feature, but does not work after being published to the web. My hosing service has Front Page Extensions installed. In viewing the HTML code, there is no code shown that would denote any active graphics functions. In the Themes dialog box, I checked Active Graphics. How do you make an Active Graphic function on the web

The active graphics option setting is in your Theme Meta tags
<meta name="Microsoft Theme" content="themename 1111, default">
where the "1111" part indicates what is turned on (1 or off 0) in sequence

css applied 1, (not applied nothing - 0 implied)
background image 1 on, 0 off
active 1 or normal 0 graphics
vivid 1 or normal color 0
