FP2003 Cannot Save Theme with "Active Graphics" Turned Off

I have been using FP2003 beta, and just loaded the release version.
One of the sites I design has been using the Bars theme. Tonight I
noticed that the text in the Banner and navigation buttons is now
black instead of the FP02 version's white.

I modified the theme and saved the new theme as "SEO" (my client's
initials). When I customize the theme, the customization's preview
pane shows non-active graphics. However, when I save it, the png
preview of the new theme shows an active graphic banner, and FP03
creates active graphics for buttons, etc.

I have cleared the application data cache, removed the new theme from
all pages, deleted it, restarted FP03. But, as soon as I customize the
theme again, I get the active graphic banner and buttons.

Any ideas of what to try next? Since my client likes the non-active
graphics, I cannot do any updates until this is resolved!

Are you unselecting the Active Graphics option at the bottom before you are saving and applying the theme to all pages?
And what is it applying as the code in Code View?

the XXXX means on or off for:
CSS (1 on , 0 off) - 0 is not available in FP2003
Vivid (1 on , 0 off)
Active (1 on , 0 off)
Background (1 on , 0 off)

PS you can also modify the theme to be the same in Active or Normal graphics

I had unselected Active Graphics before saving and applying...

....but it gets weirder.

I edited the theme and made the new name my web site default. That's
when it acquired the unshakable active graphics qualities, as I wrote
in my original post. My modifications and re-saves trying to get back
to un-active graphics were done by clicking on the theme in the Theme
panel at the top -- in the section called "Web site default theme".

When I go down under "All available themes" and customize my theme and
reapply it to all of my pages, THEN my selection of non-active
graphics is honored and the non-active graphics appear correctly.

So, there seems to be a bug customizing the "Web site default theme".
But, at least there is a way to get what I want.
