Cannot Create "_VTI_CNF" ? / please HELP!

I have created my business home page with Front Page 2003,
and my web host is EarthLink, and everytime I modify and try
to update themes, pictures, etc. I receive the following message:
*Cannot Create "_VTI_CNF"*
After this message, the web shows the updated text and pictures,
but the Active Graphics on the Link Bar do not function as I see
them when working on my PC.
That it, most of what I build in FP on my PC works fine once I have
uploaded the files to EarthLink, except for the Active Graphic effects.

EarthLink server has installed the Front Page extensions, and I already
checked all the settings I have found but the *Cannot Create "_VTI_CNF"*
keeps showing up when I upload new files, and I suspect this may
be related with the not working active graphic.

I can successfully upload via FTP, but this introduces other problems,
so I need to be able to solve this to work with the more eficient Front
Page extensions procedure.

Could this be an Erathlink problem?

I'll appreciate any help regarding this problem.

This is a web host issue, and only they can solve it. Most likely a permissions issue.

Thanks for your help Thomas.

Earthlink website support people just told me they support FP 2000 but NOT
FP 2003.
Isn't this 2005?
I guess I'll be looking for a new server.

FP2003 can work with the FP2000 extensions with no problem, and the _vti_cnf folder is common to
both FP2000 and FP2002 extensions.

There are no FP2003 extensions. FP2003 support the same features as FP2002 that require the
extensions.

You mentioned in the earlier posts the problem is likely with permissions on
the web host. I have a simular problem. A web site we produce is created
and modfied on a UNIX development server with the FP 2000 extensions - then
once changes and updates are done, it is published, using FP to a production
server - which also has the FP 2000 extensions.

Versions: Apache/1.3.28 (Unix) Frontpage/ 5.02.2510 FP Server extensions
5.0.2.2623

And again when the web is published using either publish all pages or
publish just changed pages - the "Cannot create _vti_cnf" error message shows
up - despite having full read/write/add/delete prvilieges on the unix server
for the space the site is stored in. And as another poster mentioned, we've
tried file transfering the files from DEV to PRODUCTION - which gets the
website up and running - but introduces more problems - the biggest being
content that was removed from the DEV site is remaining on the PRODUCTION
site and the navigation changes are not coming through to the production.
It's turned into a real head scratcher with us and the UNIX group-- as
pickles go, it's a dilly.
