Theme won't apply to hyperlinks

I just switched to 2003. I have a web with a theme applied. Now the theme won't apply to the hyperlinks. It applies to the page banners and that's about all. I can't even find where in the Office directories the theme images are stored. I installed all the options from the CD. Any ideas how to apply the theme to the hyperlinks would be appreciated.

Sorry, I forgot to mention that these hyperlinks are in a shared border. This worked perfectly in FP 2000.
 
Explain "won't apply"
Are the links from you Navigation view
- View Navigation and check your home page filename and does it have the home icon
