The Windows Installer Service could not be accessed.

I can install all kinds of stuff and it works fine but
every once-in-a-while I get this message...

"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance."

I'm not in safe mode and no diagnostic comes up with
anything.

Click Start | Run | type "msiexec /regserver"

If this does not help,
