"The Windows Installer Service could not be accessed. " under windows XP

When I try to install things using widows installer I get the following
error:
"The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode, or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance."



I am running Windows XP Professional Service Pack 1 on a Dell Dimension
2400. I also have Norton Antivirus 2004 installed which seems to be
scanning the msi file before the error is thrown.



Things I have tried to fix this problem

1) Made sure I was not in safe mode.

2) Disabling NAV 2004 so it does not scan the msi file

3) Unregistered then reregister msiexec.

4) Making sure ImagePath in key
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer" is pointing
to the correct file (KB-315346)

5) Reinstalling the Windows installer from dllcache (KB-324516)

6) Made sure System has full permissions to HKEY_CLASSES_ROOT
(KB-315353)

7) Ensured the Windows Installer service is running



I am out of ideas.

Any help would be greatly appreciated.

Please read through. I have given incomplete information in my first
posts.

The suggested procedure is a last resort solution, though. Make sure
that you have no other way to fix your problem before using it (at your
own risk, of course :) ).
