The used space of the hard disk

In my computer "Windows XP - Home Edition" is installed.
The "Used Space" of my local disk (C) shows 21 GB.
When I checked the total of all the programs I have in the local disk (C),
I found that the used place of the programs is 7 GB only.
Why this big difference?
What can I do to reduce the used space in my hard disk?
Any help would be great. Thanks.
 
I have the same problem, but so far it seems no body know what is going on?
