The "tools/permissions" drop down is grayed out

IN FP the "Tools/permissions" drop down box is grayed out on some of my web sites. It is there on other sites on other web servers that I administer.
Why would that option not be there? What do I do to enable it?
 
The host doesn't allow you the option of setting permissions.
