the shortcut buttons on my outlook bar don't work

I had to move my pst file and now the shortcut buttons on the outlook bar
don't work. How can I fix it. In the past when I did this I would get a
message asking if I wanted to update my shortcust. This time I didn't get the
message.

Stop Outlook, delete or rename the file
%AppData%\Microsoft\Outlook\outcmd.dat, and restart Outlook to rebuild your
shortcuts.
