The Service Database is Locked

Whenever I boot, the system tab in Event Viewer reports the following error
'DCOM got error "The service database is locked." attempting to start the
service...' This error is returned in relation to the services ipod and
netman. I am not too concerned about the ipod service as it is not too
difficult to figure out what that service is, but what is netman? What are
these errors, and how can I sort them out?

A Google brings up several links indicating that a program called
"netman" is a license monitor. Only you know what programs you have
running on your computer that might use this software. Here's one of
