My recycle bin, which was working correrectly until
today, seems to think it has a file in it that it can't
read. The recycle bin emptied and is showing no visible
files, but the error says "error: cannot read directory".
It also shows a file folder in the recycle bon on my
desktop icon. Is there anything i can do for this?

What often helps with this is to delete some minor unwanted file, then
*without opening* the bin, r-click on its icon and take 'Empty Recycle
Bin'

Hello!
Have you tried that in safe mode?
Scan your system with latest virus definitioned antivirus / spybot.
And try this:-
Replace/Repair the Recycle Bin (Line 64)
