The procedure entry point GetRawInputDeviceList could not

After installing DX9 and sp4 I get this error when trying
to play Serious Sam SE. I am running Win2k and was OK
before I installed DX9 and the service pack. Can anyone
tell me what to do about this?

The procedure entry point GetRawInputDeviceList could not
be located in the dynamic link library USER32.dll

I can still get SSSE running but only after hitting the OK
button in the error box about 20 times...
..
