GetRawInputDeviceList could not be located

The procedure entry point GetRawInputDeviceList could not
be located in the dynamic link library USER32.dll


I recently had to re-install Win2k and installed the
latest service pack and DX9.0b . Now when I try to play
Serious Sam I get the following error:"The procedure entry
point GetRawInputDeviceList could not be located in the
dynamic link library USER32.dll" I tried to get info from
Microsoft and got nothing from their knowledge base. The
game was working fine before I did the upgrade. I found
lots of articles about the USER32.DLL but nothing
pertaining to this particular problem. WTF is going on
here? I have tried to find a solution for over a month
now. really getting pissed about this. Other people with
the same problem have hit a dead end on this error too.
