The Macro could not be created

We are using Word 97 (I know don't say anything) on Windows 2003 Terminal
Server, and the users can not create Macros. It just says the Macro can not
be created.

Does anyone know what might cause this?

Messages When Editing, Running, or Recording VBA Macros in Office 97
Application on Windows 2000". The article applies to Word 97 with Windows
2000, so the error messages are different, but the "cause" may also apply to
Windows 2003 Terminal Server.
