The ghost of IE6 past

Hello, all
First, a few details:
XP SP2 (freshly re-installed on a reformatted partition and with all the
latest updates and fixes)
Internet Explorer 7.0.5730.11
Now the bug / problem:
On my desktop I have a link to a web-site. In this case it’s
http://veinsdeparcent.info/ (feel free to visit the site; it’s a local action
group) though the specific link makes no difference to the problem. When I’m
running IE7 normally, I can visit this or any site and the programme runs
without a hitch (yes, I like IE7 ... and Microsoft come to that) but, when I
try to open a desktop link when IE7 is closed, first, a partially constructed
blank page opens, then, after several moments of inactivity, there is a
warning beep before the link opens up properly in a second window which has a
strong resemblance to the old IE6 interface (the version details are
7.0.5730.11xpsp2gdr.070227.2254 (note all the extra baggage after the 11, and
the version splash-screen just says Internet Explorer ... no version number).
The real IE7 is nowhere to be seen. No tabs, no repositioned toolbars etc..
When I close that window, the first (blank) window remains open, but with
reduced functionality. All very strange, but quite true. Does anyone have a
clue?

I suggest you post to the internet explorer newsgroup. Posters with issues
about IE7 are asked to submit them there.
