the file that won't die

I have an Excel file that resides on a Windows 2000 Server that I can't
delete, rename, or move. It will not open in Excel either. It is not read
only, but acts like it is still open somewhere. I have had this happen with
other files also, some of them named similar to an existing file but with a
lot of garbage after the file name and a .tmp file type. Any ideas on what
is going on?
 
Ask your network administrator to delete it from a Command Prompt,
using a wildcard file specification.
 
Any ideas what causes this problem?

Some Internet pages make you download files whose names
are half a mile long. When the combined length of path + file
name exceeds about 250 chars then it can become difficult
to manipulate the file.
