The Expand Command

My XP Home system had a problem back in August 02, and the
answer was Knowledge Base Article-Q319095, which repared
or expanded the default files back to Default.
Now my system has a similar problem I beleive. The
Display Properties Files seem to be damaged or missing. I
do not know what they are. Between the Themes,and Desktop
the new picture will not load so it can be made into a new
theme. Can these files be expanded? By files I mean the
Display Properties Themes and Desktop Files.
