The document is locked for editing by another user

I need to be able to set an excel 2003 workbook to display this message,
Everywhere I look I get told it is an error but not how to set it. Please Help
 
The way to display that message is to get another user to open the file
before you do, making sure that the other user doesn't open the file
read-only.
