The column labels on every page selection is not working

When I follow the procedure to print colum labels on every page. The
selection is "blank", i.e. it is not possible to choose that option.
 
What procedure are you following?

Is it File|PageSetup|Select the Sheet tab, and then enter the row nrs?

I did not follow that procedure though. I went to: Page preview-Setup
-Sheet- Repeat Rop Rows (I have a Norwegian version, hence the translation
might not fit excactly the english version). When I try this the selections
cannot be made. Neither can I select Print Area. All are blanked out.
