No they don't. I've tested this on 3 systems, logged in as an
unprivilaged user. All it did was ask, and thye proceeded on it's marry
way to install what ever I wanted. Even VMWare, which installs kernel
mode drivers, installed with ANY login prompts. Just the Yes/No box and
off it went.

UAC is a joke. It's worse when people like you actively lie about it.

Does your administrator account have a password?

I just finished testing this just to confirm -- An account which is in
the "Users" but not "Administrators" group (remember to logoff and login
again) gets a UAB prompt which requires a password.
