Text Wrapping - Headers and Footers!?

I know that u can place a picture behind text but it doesn't seem to work
where Headers and Footers are involved. Any suggestions??

Open the header or footer, right-click on the picture, and
left-click on Format Picture | Layout | Behind Text | OK. What
part of that doesn't work?

Ermmmm. All of it!!!

To start with when u open up Headers & Footers you can't edit Pictures, text
etc. and I've already established that the picture doesn't go behind the
Footer.

When you are in the footer view you can right-click on a picture and choose
to format it. In that dialog (layout tab) you can tell it to go behind text.

I suspect that you inserted the picture in the document body instead of the
header/footer. If the picture is anchored to the header or footer paragraph,
you will be able to format it when the header/footer pane is open.
