Is there a way to create a specific range of merged cells, with tex
wrap set as double spac

The double spacing is the problem. You can set merged cells to wrap text
with no problem (Format-Cells-Alignment), but not to double space. If you're
lucky with the amount to text relative to the merged range size, you may
find that setting vertical alignment to Justify will give you the effect you
want.
