text suddenly locked up in a blue border

suddenly one page of text will not accept changes. It appears locked in a
blue border with dots at each corner. Using microsoft word

Sounds like it is a "picture" pasted into the document and if that is
the case, you will not be able to edit what is there at the moment,
other than by re-creating it as ordinary text.
