This problem is seen with a kind of malware BHO installed with the browser.
To test this, try disabling third-party browser extensions:
1. Close all instances of Internet Explorer
2. Click Start, point to Settings, and then click Control Panel.
3. Double-click Internet Options.
4. Click the Advanced tab.
5. Under Browsing, click to clear the Enable third-party browser extensions
(requires restart) check box.
6. Restart Internet Explorer.
Check the behaviour now. If the problem is resolved, identify the malware
using BHODemon and remove it.

Thanks for your response.
I checked the registry setting and it's currently set to 01 (smaller) but I
occassionally get IE6 starting up with medium text size.
