I think you misread the original problem. I have the same
one, with 4 different installations of IE6, using 3
different OSs. The Text Size settings selected from View--
Text Size-- NEVER stick. In my case (despite approaching
60) I use a large-screen CRT and want to have "SMALLEST"
as my default setting. I can (in one session of IE6)
select SMALLEST and it will remain set as long as the IE
instance is running, but does NOT "stick" when I open
another window, or close the first window then open
again. This has NOTHING to do with e-mail, just the
browser! The problem is the same on machines with Outlook
as the e-mail client, or Outlook Express.

If you are using Eudora 4.2 or greater then use Tools- Options-Viewing
Mail and uncheck "Use Microsoft's viewer"
It is Eudora that is setting the IE text size and unchecking that
option will stop it.
The key that Eudora 4.x will change is this:
[HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\International\Scripts\3]
"IEFontSize"=hex:02,00,00,00

In Outlook 2000 go to Tools/Options/Mail Format/Fonts/International
Fonts, and for each font
change the "Font Size" entry to your desired size.
