Text & Photo Grouping

Since I cannot control the size of the window when a recipient opens an email
I send them, is it possible to "group" text and photo inserts together so I
can control their physical relationships to each other.

I have inserted some photos in my email and then I have added descriptive
text either left, right, above, or below them. Depending on the recipient's
window settings, the relationships of the text to photo may or may not be
presented as it was on my screen before I sent it.

How can I fix this problem??

I think the best you can do is ask the user to maximize their window to see
the item as intended. Alternately set up a web page laid out as you'd like
and direct people to view it. I think that would give you the most control
