Text over clip art

How do I write text over clip art? I have this border image and I'd like to
write text over the center.
 
Click on the clip art. You should get the Picture toolbar -- if not, use the
View > Toolbars menu to select it. Click the Text Wrapping button on the
toolbar (it shows a silhouette of a dog) and select Behind Text. Now text
will go "in front of" the picture.
