Try Control Panels, Date/Time/Language/etc, Regional and Language
Options. Languages tab, Details button. Advanced tab, "Turn off
advanced text services".
If that doesn't do it, you're in nuke territory and will have to start
with what Ted Ziegler said; all I can do is wish you luck.
If it does work, you could just leave text services shut off and not
worry about it; if you don't need to enter Arabic or Hebrew or whatever
then that's the route I'd recommend.
Otherwise, if you're seeing the trouble in older programs, you'll have
to manually toggle it each time, or set up a special no-text-services
user account to run those programs, or pray there are updates for them;
if they're newer programs, dig around in help and google to find out how
the text services work so you can get them configured properly for your
needs.
