Can anyone explain what is the difference between a text box and a frame.?

When I right-click on a text box I am invited to convert to a frame. Why ?

If you are getting this command on your context menu, it is because someone
has added it, since it does not normally appear on the context menu when you
right-click either inside a text box or on its border. Some reasons you
might want to convert it to a frame include being able to view it in Normal
view or allowing Word to see text in it for purposes of cross-references,
