Even if you're an expert in HTML, you'll find "Text 2 HTML" useful. It
takes an ordinary text file with very minor modifications and turns it
into HTML - the language of WWW pages. It's particularly useful for
fast-changing documents (such as Usenet FAQs)

better programs of this nature already exist...for example, Easy Text to
HTML V3 (been around awhile and is very good).

Putting the text between <per></pre> tags does the same thing.
