I need a small, basic off-line search program. Does anyone know of one
that satisfies my description below, or does anyone know where I can
ask (beg) for someone to write me such a program for free?

I have a dictionary project in which I aim to give language translators
and other users access to monolingual and/or bilingual terminology
files. I would like to complement the files with an easy to use search
program. So far I have been unable to find a suitable free program.

At its most basic level, the program must simply search multiple text
files and display all paragraphs that contain the search phrase in a
single results page.

The format of the terminology files is: one paragraph = one entry.
Boolean searches must consider the paragraph as a complete unit. The
results page must display entire paragraphs (optionally with the search
phrase highlighted in some way). Users must also see which match is
from which source file.

By default the search phrase (if consisting of more than one word) must
be searched for as an exact phrase; however, the ability to specify
included and excluded words would be nice as well. By default the
search must be case-insensitive. Stemming and wildcard searching would
be nice but is entirely optional.

I would like this program to be small, intuitive and portable to
Windows, Mac and Linux. It needn't be open source. I would prefer it
to be self-contained (not requiring an interpreter or a runtime
environment), to keep the download size small.

The author of an out-of-print Afrikaans-English computer dictionary (14
000 words) kindly gave permission to include his book as first source
file of the project (a few volunteers are currently proofreading the
OCR'ed copy). Other out-of-print dictionaries will be added to the
project later. Although non-free resources are not excluded from the
project, the initial idea is to allow free and easy access to
participating terminology files.

The project will initially be of great help to volunteer Afrikaans
translators and localisers. Sooner of later I would like to have an
on-line version with similar functionality, although I suspect an
on-line version would not use multiple plaintext source files, but a
single database backend instead.
