Terminal Sessions do not close properly

When I check the TS Manager, I see that there are open sessions that are days old and eating up the licenses. I have to manually go in and terminate the old sessions. I have setup the users to end the sessions after x minutes after they close the connection and this still doesnt help

What processes are running in these left over sessions?

Are they in the disconnected state? Are they all idle and
have an idle time associated with them?
