Terminal Services Licensing

Why is it that XP clients recieve a terminal server
license expiration notice? I was under the assumption
that Windows XP has a builtin terminal server license.
 
XP Pro is comped a license to a Windows 2000 Terminal Server session
(but not to a Windows 2003 TS). XP Home is NOT comped a license to
either terminal server product.
